Binned Data, Speed Limit and how it affects speeder/violator count

If the histogram says vehicles from 30 mph to 35 mph are counted at say 65 vehicles, does this mean that compliant 30 mph vehicles are counted at violating vehicles, i.e., 30 – 35 mph?

In a project that contains binned data, if the Speed Limit is 30 mph, vehicles in the 30 – 35 mph bin are considered as violators. The 30 – 35 mph bin consists of vehicles going at 30, 31, 32, 33 and 34 mph.
